To address poverty cases in the province, Governor Ed initiated a systematic process of localizing poverty reduction efforts. Through the Municipal and Barangay Affairs Program, the Provincial Government assists in the development of barangays, construction of projects, multi- purpose buildings, and other essential infrastructures for community development. This program also provides support to the Best Performing Barangay/ Municipalities Incentives Program, Subsidies and Donation, Ugnayan sa Barangay, Literacy Program for Locally Paid Teachers (LPTs), Administrative Services and Maintenance of Governor Sub-Offices.
