Biography of Governor Eduardo B. Gadiano

Born: April 1, 1963

Born on April 1, 1963, Governor Eduardo B. Gadiano has dedicated more than three decades of his life to public service, marked by integrity, compassion, and people-centered leadership.

Early Public Service and Local Leadership

Governor Gadiano’s journey in governance began in 1994 when he was elected Barangay Captain of Barangay Pag-Asa, Sablayan, Occidental Mindoro. It was here that his genuine concern for grassroots development and community welfare earned him the trust and respect of his constituents.

He continued his ascent in local government as Municipal Councilor of Sablayan (1998–2001), followed by three consecutive terms as Vice Mayor (2001–2010). In 2010, he was elected Municipal Mayor of Sablayan, a position he held for three full terms until 2019.

Under his leadership, Sablayan emerged as one of the most progressive municipalities in Occidental Mindoro, earning numerous national accolades, including multiple Seal of Good Local Governance (SGLG) awards (2011, 2015, 2017, and 2018), the 2019 Most Outstanding Mayor Award, Hall of Famer – Rice Achievers Award, Hall of Famer – National Quality Corn Achievers Award, and the Gawad Paglilingkod Sambayanan Award.

Governorship of Occidental Mindoro

In 2019, Governor Gadiano earned the mandate of the Mindoreños to serve as Governor of Occidental Mindoro. From the outset of his administration, he championed fiscal discipline, transparency, and inclusive development, earning the 2019 Good Financial Housekeeping Passer citation from the Department of the Interior and Local Government (DILG).

Despite the unprecedented challenges brought by the COVID-19 pandemic and economic disruptions, his leadership remained steadfast and responsive.

Leadership Legacy and Continuing Service

Governor Gadiano’s governance philosophy—“Serbisyong Ganado”—is anchored on accountability, inclusivity, and compassion. His administration continues to prioritize fiscal integrity, infrastructure development, agricultural revitalization, livelihood generation, and environmental protection.

Occidental Mindoro’s economic resilience is reflected in a 9.4% growth rate in 2021, signaling a strong rebound and reinforcing the province’s standing as one of the most improved and well-managed provinces in the country.

On June 30, 2025, a formal turnover ceremony marked the transition into his third consecutive term, followed by his oath-taking on July 1, 2025, reaffirming the people’s trust in his leadership. He now also serves as Regional Chairperson of the League of Provinces of the Philippines (LPP) – MIMAROPA Region and as a Member of the Executive Board of the Boy Scouts of the Philippines – Occidental Mindoro Council.

His triumph at the 2024 Seal of Good Local Governance National Awarding Ceremony at the Manila Hotel further cemented his legacy—making Occidental Mindoro the only province in the MIMAROPA Region to receive the nation’s highest honor for local governance for two consecutive terms.

Governor Eduardo B. Gadiano remains a living testament to dedicated public service—an enduring symbol of leadership that truly embodies the spirit of “Serbisyong Ganado para sa Mindoreño.”

Coined as iHEARTS, Governor Eduardo B. Gadiano laid his administration’s developmental thrusts through the following:

-Innovation of new agricultural system and resources that would support local farmers and crop producers towards sustainable farming development.

-Eradicating poverty through virtuous governance and constitutional reforms that would promote economic progress and decrease poverty rates especially among poverty-stricken members of the community and indigenous people.

✅Tourism and Transport Development

-Highlighting the beauty and different wonders of the province through strategic tourism promotion that would generate opportunities through employment. Development of transportation system providing socio-economic benefits and improving the welfare of the society.

-Integrating holistic approach in addressing all services through social, moral, cultural and spiritual development policy that would generate citizen empowerment and community development.
