The Local Housing Development and Management Section (LHDMS) plays a pivotal role in fostering sustainable community growth and supporting homeowners’ associations (HOAs) throughout Occidental Mindoro. Through its various programs, the office ensures that residents not only secure legal ownership of their homes but also gain the knowledge and tools to actively participate in the development of their communities. By bridging government resources and local needs, the LHDMS has become an essential partner for homeowners seeking stability, security, and empowerment.
In 2025, the section assisted 88 homeowners’ associations, helping them with registration, updating corporate records, and resolving land-related disputes. Beyond organizational support, the office extended its services to 1,287 walk-in clients, providing guidance on HDMF (Pag-IBIG) fund registration, inquiries, land concerns, and document updates for both individual homeowners and HOAs. This hands-on support underscores the office’s commitment to ensuring that every resident has access to the tools and legal backing necessary to protect and maintain their homes.
A significant part of LHDMS’s work lies in facilitating socialized housing programs and the Community Mortgage Program (CMP). These initiatives focus on providing affordable housing solutions, assisting with land titling, and resolving ownership disputes—key factors in creating stable and thriving communities. The office also conducted thorough inspections of prospective housing sites across multiple municipalities, addressing land conflicts, verifying property boundaries, and ensuring that housing projects comply with legal and safety standards.
Beyond administrative and technical support, the section prioritizes capacity- building for homeowners’ associations. Through workshops, training sessions, and orientations, HOA leaders are equipped with the skills necessary to manage finances, lead their communities effectively, and encourage active participation from residents. This holistic approach ensures that homeowners are not just beneficiaries of housing programs, but empowered stakeholders capable of driving long-term community development.
