Aking Kalusugan Ating Pangalagaan – Health Unified Body (AKAP-Hub) is a flagship healthcare initiative launched under the leadership of Governor Eduardo Gadiano during his first term that starts on July 16, 2020. The program was established in response to the growing need for accessible, affordable, and inclusive healthcare services in Occidental Mindoro particularly for marginalized and vulnerable sectors such as senior citizens, persons with disabilities (PWDs), Indigenous Peoples (IPs), and beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps).
In 2025, AKAP-Hub marked a major milestone by significantly streamlining the process of accessing financial assistance for medical expenses. The program also introduced the No Balance Billing Policy, enabling eligible patients to receive essential healthcare services without the burden of out-of-pocket expenses. The program operates through a strong inter-agency collaboration involving six (6) key institutions: the Department of Health – Medical Assistance to Indigent Patients (DOH-MAIP), PhilHealth, the Philippine Charity Sweepstakes Office (PCSO), the Provincial Social Welfare and Development Office (PSWDO), the Department of Social Welfare and Development (DSWD), and the Red Cross. These agencies are consolidated into a single service hub located within each of the seven (7) government hospitals across the province, ensuring faster, more efficient, and patient-centered service delivery.
A central component of AKAP-Hub is the Bahay Kanlungan Program, a halfway house consisting of an eight- room apartment situated in Barangay Kumintang Ibaba, Batangas City. This facility provides free temporary shelter for residents of Occidental Mindoro who require medical treatment outside the province. By removing accommodation costs, the program significantly eases the financial strain on patients and their families, allowing them to focus on healing and recovery. In 2025 alone, the Bahay Kanlungan served 1,483 beneficiaries, utilizing ₱1,022,058.74 from the office fund. The facility is staffed with dedicated social workers who provide continuous assistance and support throughout the patients’ stay.
In addition, AKAP-Hub strengthened its impact through the Comprehensive Health Services for Women Program, achieving notable progress in advancing healthcare equity for women in vulnerable sectors. With a budget of ₱5,556,990.80, the program successfully procured and distributed essential medicines, drugs, and laboratory supplies to 5,802 female beneficiaries across the province.
Through its integrated services, strategic partnerships, and patient-centered initiatives, AKAP-Hub continues to play a vital role in improving healthcare access and uplifting the well-being of the most vulnerable populations in Occidental Mindoro.
